Both hair and nails, especially the portions that are cut are made up of dead tissue which do not have any nerve endings. This is the reason why cutting hair or nails do not hurt us. Hair continuosly grows from follicles which are the roots of hair present in the skin. Follicles are the living tisssue which has nerve endings. That's why we get hurt when a hair is forcely pulled out. The same reason goes for the nails as well. Hard nail at the top is made of a keratine-like material which protects the soft nail underneath the skin.
The base of the fingernails that are underneath the skin contains nerves. It is only the tip of the fingernail that do not hurt because it does not have any nerves. But if a nails is pulled from a nailbed, it would hurt a lot.
